Apple offers several different types of certification exams. Many are
specific to their major applications, like Logic Pro and so forth. However,
there are, to my knowledge, 3 major certification exams.
1. Mountain Lion Essentials
2. Mountain Lion Server Essentials
3. Apple Hardware Essentials
These exams are held by Apple Certified Training Centers. You can, I
believe, take them online, but for a blind person, this option is not
advantageous. There are several screen shots used on the exam, and, thus, one
would need a reader to have the exam read to them. Having gone through the
process, it's a matter of finding a center willing to provide an accessible
accommodation and, more importantly, a reader who knows the Mac and can
describe things well enough for you to understand them.

I believe the exams are either $150 or $200 to take. Once you have the
certification, you are considered an Apple Support professional. In theory,
you could work for an Apple store as a specialist.
There are the simple answers to your questions.
