I asked Siri AI about that: QuickNav automatically suspends when you enter an edit box so you can type normally and use the arrow keys to move your text cursor, rather than having those keys trigger VoiceOver navigation commands . It often takes two presses of the Left and Right Arrow keys to turn it back on because the first press is sometimes intercepted by the text field itself, or it serves to fully exit the text interaction mode before the second press successfully toggles QuickNav back on .
