Hey all, I was wondering something with the braille displays and the devices
they interact with. 

Who's decision is it when more functionality is added? Here's an example:

Adding a command to switch between keyboards.  Say if you had British
English, American English, and emjoi keyboards, and you wanted to cycle
through them.  The braille command would be space bar dots 4 6.  Is it Apple
or the braille display manufacture who adds this in?
