Yes, go to settings, general, Voice-Over, practice area, and practice the 
vertical single-finger vertical flick until VO registers the vertical flick 
consistently 100% of the time. Any time it is a command not being translated by 
VO properly, it means the command isn't being delivered properly. It is like 
pressing control x to copy on a windows keyboard. The wrong gesture, no matter 
how close to the right gesture, will give wrong results. This is just like 
pressing the wrong key which is next to the right key on a keyboard.

The flicks, swipes,taps, and twists of gestures in iOS are sound and stable.
