Make sure you go to "Settings", "Notifications", "Skype" and check "View in Lock Screen". I have 2 Skype accounts and just called myself on my iPhone from my business Skype account on the computer. As soon as the iPhone started ringing the alert popped up and just as with a phone call, just above the Home button it has the "Slide to Answer" control. You can double tap anywhere as soon as you put focus on that and it will answer the call. I did have my phone locked at the time and no, the button on the headset will not answer a Skype call.
