The option will not appear until the HQ synth has downloaded. iOS periodically looks for updates, as with say iCloud backup etc, but, this is only done when your device is locked and connected to WiFi.
You have to leave it alone though, if you bring it out of lock before it looks, the cycle may begin all over. I went through this myself for hours and hours.
