Hi,

You can, but it's not recommended to do so. From what I read on apples
support site, if you use an iPhone backup for an iPad and vise versa, any
apps that are specific to the iPad won't be loaded from the iPhone backup.

Sure.  You could even back up an iPad mini with an  iPhone backup if you so
wished.
