I don't know for sure that this may cause issues, but I could imagine that if you change your region from South Africa to, for example, the United States that maybe this would result in the error you experience. As a work around you could probably connect your iPhone to the computer and check for updates in iTunes. I actually prefer to update iOS with iTunes since I get more feedback.
