Go to settings, enter general, enter accessibility, enter voice over on, flick to the right until you find speaking rate it will be an adjustable flick one finger up or down depending on what speed you want. Note when you become more familiar with the IOS there is a way to do this using the rotor. I recommend you leave that alone for now.
