Basically, yes. Instead of performing a double-tap and hold, she'll simply touch and hold an app to get it to jiggle. Then she can drag it to another location on the home screen, drag it to either edge of the home screen to move from page to page, drag it on top of another app to create a folder, or drag it on top of an existing folder to move it there.
