It is amusing how memory changes over time. The 30 second time limit has always been there. Dictation is done using Dragon Dictation, and Dragon Dictation on iOS has always had this time limit.
All you do is continue the dictation to keep adding text to the file. For text messages, the receiver receives multiple messages because text messages are limited to 144 characters per message.
