The Map Manager is the tab you need to be in, its the 3rd or 4th tab in from the bottom left on the iPhone. different if you are using Navigon on the iPad.
Within here, I have found that simply flicking left to right does not inform you which map is downloaded or marked for it. So, find the maps you defenately want, and double tap, now, physically drag your finder down the screen and you'll find Voice Over will additionally tell you if the map is marked for download or not.
