1) The lock screen is to protect one's iPhone from unauthorised access. If one 
uses a passcode, this is entered after activating slide to unlock. Since 
notification center is in the heart of the iPhone, one must unlock the iPhone 
first.

2) The lock screen is designed to provide a quick look at announcements so that 
a person can determine whether to deal with the change now or later. It is not 
for dealing with the change. If a person receives a long message, email, or 
other announcement and wishes to read / deal with it now, unlocking the iPhone 
opens the announcement if the announcement is double tapped. Until the iPhone 
is unlocked, the announcement remains on the unlock screen as a reminder.
