On the Apple keyboard VO is control + option. On the Windows keyboard, option is either the Windows key or the alt key; I do not remember which. Try control windows k and then control alt k. One of those combinations will place you in keyboard help. The combination that works will tell you which is the option key equivalent. Escape gets you out of keyboard help.
