I don't know anything about this file you have in DropBox or what app you're using with it, but assuming it's a text file, I'd open it up in a text editor like NoteMaster or Nebulus and then use the roter's Edit option to select and copy all of the text in the file. You can then go into the Notes app, open a note and use the roter's Edit option to paste the text into the note.
Alternatively, you could just keep all of your notes in DropBox and use an app like NoteMaster or Nebulus.
