The Notification Center is accessed from any of your home screens. Do the
following:

1. Touch any of the items in the status bar at the top of your screen, e.g.
the time, battery level etc. I find it easiest to do the time because it's
straight below the cut in the glass where your earpiece is.
2. After Voiceover announces the time, place 3 fingers on the top half of
the screen and swipe down with all 3 fingers. You will hear a tone and
Voiceover will say "Notification Center.

Now your home screen is replaced by the Notification Center, you can explore
the screen by sliding your finger around or just start at the top and swipe
right to listen to what's listed in there. Each section like Messages,
Calendar etc. has a "Clear Section" button before it lists the various
notifications for that section and if you double tap it you can clear that
section. You will only see stuff in there if something is to report, e.g.
you won't see any text message notification if you don't have any new and
unread text messages and of course you only see notifications from apps
where "Include in Notification Center" is set to On. This is done in
"Settings" and "Notifications.
