I too have a need for iPad AFP access. Here's what I've found. There are several apps which will do SMB access fairly well. Of these, I like FileExplorer the best. However, in my use case our university is firewalling SMB at the university level, but not AFP, so I need AFP to get through from outside.
Easiest app for this seems to be GoodReader, which offers an easy AFP option. Pretty straightforward, set the server up and you're done. Does upload and download, which allows you to use GoodReader to be the transfer conduit to and from an app like Pages if you want to edit. The steps would be (1) connect to server (just tap), (2) Download file to GoodReader, (3) Use GoodReader export to open file in Pages, (4) Edit, (5) Use Pages Export to open file in GoodReader, (6) Use GoodReader to upload file back to server. Not totally straightforward, but really takes less than a minute.
