Yes, you can download periodicals from Bookshare. However, the reading experience is going to vary widely depending on the newspaper or magazine you choose. I will personally still use NFB Newsline's app for that since it is much easier to navigate even poorly done newspapers. By poorly done, I mean the way they are provided to Newsline.
