Mary Ellen, if you read down through the list of voices and slide your finger to the right of each one in the list, you will see whether or not you need to purchase the voice. Someone mentioned yesterday that the app comes with at least one voice, and having used it myself, I find the voice, that of a female to be very adequate. You can use this app in order to access bookshare materials. There is no need to purchase readtogo.
