Hi Jim, Could you explain this again? I am not sure what you mean by trying to adjust playback position with the rotor.
If you are talking about the Audible app, the rotor has nothing to do with anything and unfortunately the only thing you can do at this point if Voiceover is on is to use the Jump Back button. By default this jumps back 30 seconds, but you can change it in the settings to 60 or 90 seconds. If you turn Voiceover off you can touch the very bottom of the screen just above the home key, then do a 1-finger swipe up. This will activate what is called Button-Free mode. Now you can swipe left to right with one finger to jump forward 60 seconds or right to left to jump backward 60 seconds. A vertical swipe either up or down will insert a Bookmark at the current playback position. Once you are done you can turn Voiceover back on with a triple click home, then you have to close button-free mode with the close button at the top.
