I have gotten into the habit of doing a two finger double tap to
answer a call, and then immediately a three finger double tap to
silence voice over.
I reverse this when ending a call, three finger double tap to turn
voice over back on, and a two finger double tap to end the call.

When I am using my Blue tooth headset while riding my bike, I silence
voice over so I can answer and end calls with one touch of the call
button on the headset.

If I remember correctly, voice over was silenced when a call came in
on the older IOS versions, but this was changed so the key pad could
be utilized during a call.
