If the PDF is emailed to me, I open it in mail. Otherwise, I open it in iBooks. This is, of course, if the PDF is accessible. If it is a scanned image, I use screen shot to take a picture of the PDF image, then OCR it. If the PDF is fully rights protected, there is nothing I can do with it.
