Flash is primarily an audio/video feed. If memory serves, it was originally used for animations. Flash was originally completely inaccessible. After several years, some accessibility was added to the format. However, my understanding is that, at least a couple years ago, it was necessary for the Flash coder to specifically add in accessibility or the presentation would not be accessible.
In the case of the Photon browser app, an app which I have never used, my understanding is the flash content is rendered, by a server, into an AV stream which can then be played in the browser app. Accessibility, therefore, would most likely be rather limited. I heard from a blind person that audio streams can be listened to using the browser, but text could not be read. Again, please note: I have never used the app. Everything stated here about it is third-party hearsay.
