I explore the screen a bit before moving apps around and moving them into folders, but it sounds like you're already doing that. Sometimes moving an app over next to a folder as an intermediate step helps. Also, folders only hold a certain amount of apps and once a folder is full, you can't move an app into it. You don't get a message to that fact; the move just won't take.
