In settings/general, there is a choice to use the side button as a mute button or as a lock button, so you could set it as a lock button and lock the mini into protrait that way.
If you want to use the mini in portrait mode and don't think you'll want it in landscape mode much if at all, then set the side button to mute and therefore unmute, the sounds of the iPad. Then, bring up the app switcher and perform a swipe with three fingers fromleft to right across the screen. This will bring up page 1 of the app switcher. In there you will find the lock switch. Put the mini in oportrait, then double tap the lock button. You will hear it say something about locked in portrait. Dismiss the app switcher and your mini is now locked in portrait mode.
