If you want formatting features, Pages is your only accessible option on the iPhone. I do not know if there are other accessible options for the iPad. There are apps which work with .doc files on the iPad that are not available on the iPhone or iPod.
Text Master will create the .docx formatting around a text file, but it doesn't have formatting capabilities.
