Hi, Anna's suggestion is a good one, but it's my understanding that using the sound check feature requires that iTunes process the music before syncing. I could of course be wrong on that point. In any case, what I recommend is an app called Muxica by David Morton I believe. Note the different spelling. This app will normalize the music you play, and it also has a feature to crossfade the music. You can also tweet the currently playing song if you wish. The developer has made sure this app is Voice Over usable.

Hello List,
Does anyone know of an app that will normalize audio output. In other words, I
am looking for something that will cause all my different music files to play
at the same volume over my bluetooth speaker. Making softer or lower volume
songs louder and high volume files softer that all music will play at the same
level.
I am really getting tired of audio files all having a different amplitude.
Any suggestions would really be appreciated.
Before anyone mentions the Sound Check setting, as far as I'm concerned, it
really doesn't work.
So, thanks in advance for any suggestions.
