You need to be at the statis bar to do this.

Greetings to the list.
I never use the Notifications feature of my iPhone. This morning, I
decided to try to activate it by using the three-finger down swipe. I
heard no click, and the center was not activated. Should the iPhone
say "no notifications present," or is what I observed the proper
behavior for the phone when no notifications are available?
