You will not get service until an activated SIM card is installed. That said, 
you will most likely need to activate the iPhone before you get coverage, even 
if a SIM card is installed. The iPhone can either be activated using a computer 
and iTunes, or during the set-up process on the phone. I do not know if you 
need Wifi for the activation process as I have always used iTunes, or had it 
activated at the carrier store. I find it quicker and easier to use iTunes as I 
am also able to restore my back-up on to the new iPhone at the same time. 
Besides, the process is much quicker on the computer compared with using iCloud 
on the iPhone for restoration.
