I would do a phone reset. Press and hold the power button and the home key in for 10 seconds and let go of both. Your iPhone will come back up talking. Try then to download your album. I have an album I wish to purchase and iTunes tells me that album is disabled, when I tried on the phone it would play but it would not let me download it. I could do this last year.
