After your post, I checked into it, and mine does it, too. I am using an
iPhone 5, with the latest IOS update. When it starts reading the paragraph
again, I run my finger down the left side of the screen, find the next
paragraph, and do the two-finger swipe down to start it reading from where
it is supposed to be reading. It must be an app specific problem, I have
never known VoiceOver to behave like this. I call it an annoyance.

the voiceover seems to read certain lines or paragraphs at least
