Ray, If you want to be sure that the phone won't use cell data at any time while in Wi-Fi range, you may want to turn cell data off for the duration and turn it back on when you are ready to go out. This insures that you won't exceed your data limit assuming you have one. When the phone is locked, it may from time to time, switch to cellular. Some folks experience this more than others, of course. Your mileage may vary.
