In terms of top or bottom, I find it doesn't really make a difference where
you initially place your finger if your technique is correct. It appears
that getting a good "running start" helps. That is, when wanting to move an
icon from one screen to another, after selectin the icon to be move, begin
by placing your finger at right or left edge of device then swiftly drag to
the opposite edge then stop at the edge until you hear the "moving icon to
page X" prompt. Make sure you do not lift your finger off of screen until
you are informed that the page has changed. You can now drag the icon around
to its semi-permanent home. Don't forget to press the Home button to take
the "highlight" off of the icon you just moved.
