Beats me, but I'd hazard a guess that it's off by default. I just hit
the left and right arrow keys simultaneously to get it set the way I
want it to.

What do you mean? What are you trying to do? When in the list of emails,
I use the left and right arrow keys, with quick navigation on, to
simulate flicking left and right. Once I'm in an email, I usually read
it with VO=a or VO+b. To be honest, I usually reach for the touch screen
to find the delete or move buttons, but if not, I'd look up the end of
document command, maybe command+down-arrow, and then use the left arrow
to get over to the delete and move buttons.
