RSS is a way for web sites to announce and summarize changes on their
sites. It's used a lot by news sites and blogs. An RSS reader will
present you a list of the sites that have updated recently along with a
summary of what's been changed. You can usually follow a link to bring
up the whole article or page. Note that RSS is what podcast publishers
use to put out new podcasts. It's useful if you want to keep up with
multiple sites but don't want to have to go to each site just to see if
anything has been added recently.
A quick Google search would also answer such a question and take you to
a site like http://www.whatisrss.com/ where you can read more.
