Thats a tough one. You are smack in the middle of the refresh cycle, with the iPad mini being released last November. I would say, if you are in no great need of a tablet, you should wait if possible. I say this for 2 reasons, with the more limited processor and RAM in the mini compared to the iPhone 5/4S, I think Voiceover users might run into sluggish behavior with the current mini once IOS 7 but, more likely 8 comes out. Now, I guess this really comes down to what kind of life span your expecting from a tablet. For most, they will expect about 2 years out of a phone. I would think a tablet might be closer to 3 years. Although I love my mini, I honestly can't see it lasting to run IOS 9. haha.
The second reason is, you can probably get a really, really, good deal on an iPad mini when the new one comes out probably in the fall.
