The app is called SeeingAssistant-move by Transition Technologies S.A. If you search for that exactly or even just "Seeing Assistant" (2 words) you find 2 results. There is a Lite version which is free and a paid version which is $7.99. According to Applevis the Lite version "provides limited functionality in terms of number of speech recognition requests per day, number of saved tracks, number of user points and active databases, lack of Dropbox integration."
