Yes, this is normal. Visual voicemail only works when your data passes through 
the carrier's network. People without data plans would not use visual 
voicemail. Generally in these cases selecting the Voicemail tab in the phone 
application would dial into a traditional voicemail system where for example it 
might instruct you to press one to listen to messages.
