Apple maintains a full and complete history of all apps you have ever purchased. This is so you do not get charged again if you ever need to re-download an app. For example, let's say you purchase an app and discover it is not accessible. Two years later, the app is made accessible. If you were able to delete the app from your history, Apple would no longer know you once purchased the app, and you would need to purchase it again. Just ignore the apps you do not currently want on your iDevice. It is in your benefit to leave them in the history.
