It isn't in the settings. It will only show up if you are in an edit field, where VoiceOver says "text is editing" or something like that. The on-screen keyboard will show up, and then do the rotor gesture and typing mode will be one of the options. If it isn't, type a letter using the split tap or double tap method, then try the rotor again.
Once you get it changed to touch typing, turn the rotor to something else so you don't accidently change it back to standard typing again.
