Yes, Apple hasn't published the details of how this setting works (that I'm aware of) but I would recommend having the setting on to limit ad tracking. Another battery-saving setting may be found under Settings, Privacy, Location Services, System Services. I would recommend disabling "location-based iAds" to prevent location services from being used whenever apps display advertisements.
