Hi Christine, If your phone is set to sync app with your computer you could try and download it in iTunes, of course the sync may not work if it has not downloaded in iTunes.
Apart from that Anna's recommendation is your best option, what is happening just means you probably have a spotty WiFi connection. You can always try somewhere else, e.g. if you have a friend or family member who has WiFi you could try when you are connected there. The download is 23.8 Mb which is on the larger side when it comes to apps.
