Operate iOS devices where the temperature is between 0º and 35º C (32º to 95º F). Low- or high-temperature conditions might temporarily shorten battery life or cause the device to alter its behavior to regulate its temperature. Here is the link to the entire article from Apple about the cooling down message: http://support.apple.com/kb/ht2101 If you live in certain States I am sure it often can be above 95F and it's probably important at least to make sure the device is not in direct sunlight when it's very hot. On the other side where I live it's almost always below 32F from November to March and when it's really cold as in 0F or less I always have my phone inside my jacket near my body., in any case, my phone never vibrated as a sign it was cold *smile*.
