On my AT&T iPhone 4, in the phone app, voice mail is the tab in the lower right-hand corner.

If you know your 4 digit password, you can access your voicemail without dialing in. I do it all the time. I have the same phone as you. Just customer care what your digit passcode on your voicemail is. They'll tell you.
