Skype sign-in information is required once the app is downloaded. However,
for the download, as with any download, free or paid, an Apple Id is
required and your Apple ID password has to be entered. The only time one
does not have to enter the Apple Id password is when you update apps you
already purchased.

Occasionally Apple may ask for verification of the payment information on
file. I have had cases where I had to enter the 3-digit card verification
number of my credit card that is on file with Apple. I can't remember if one
can have a Paypal account on file with Apple as the primary way to pay for
apps, but if yes, then I guess Apple may ask for information regarding the
Paypal account to do this verification similar to asking for a credit card's
card verification number.
