Hi Chris, Just thought I point out that while VoIP apps may not ring, Groundwire from the developer Acrobits (see link and app description below) will send a push notification which allows you to answer an incoming VoIP call even if the app is removed from the app switcher. This of course requires you to have an inbound VoIP number registered with a service and then to set up this service in the Groundwire app which allows you to set up multiple VoIP accounts. I have setup a VoIP Stunt account for outgoing calls and I use SIP2SIP for my incoming VoIP number which I obtained from Flynumber.com ($2.95 a month) with unlimited forwarding to my SIP2SIP account. It works like a charm, Groundwire is fully accessible, but at $9.99 it's not cheap as apps go. Here is the link for Groundwire in the app store, there is also a slightly less expensive app called Acrobits Softphone for $6.99, but I decided to spend the extra $3 and get their full featured business caliber SIP client:

You can set up Groundwire to initiate GoogleVoice calls through other types of numbers, but to get the full functionality of Groundwire, you need to have GoogleVoice linked to a SIP Account. VoIP over 3G - Be aware that some mobile network operators prohibit or restrict the use of VoIP over their network. They may prohibit the use of VoIP or impose additional fees and/or charges when using VoIP over their network. By using Groundwire over 3G, you agree to abide by any restrictions your cellular carrier imposes and agree that Acrobits will not be held responsible for any charges, fees or liability imposed by your carrier for using Groundwire over their 3G network. Staying on topic for iOs, you cannot have Viber or other Voip apps to ring when the app is closed in the app switcher. I don't know if this is an Apple restriction. Viber however does notify you of missed calls via a push notification.
