These two universal iCookbook apps are free today, and appear accessible:
• iCookbook – thousands of name-brand recipes with easy Voice Control prep 
(free, was $4.99)

• iCookbook Diabetic – Recipes and nutritional information plus health articles

The version of iCookbook for Diabetics seems to usually be free; the regular 
version of iCookbook  just went free today "for a limited time".  Quick testing 
shows the both seem to work for me on the iPhone 5, but there are review 
comments that the regular version of iCookbook doesn't work well on older 
processors, or on devices running iOS 5.  I would avoid trying to use the voice 
control feature like the plague, as it seems to make the app totally 
unresponsive.  There were no issues with the older and free iCookbook for 
Diabetics app.  Accessibility seemed slightly better in the iPhone version.  I 
think on the iPad that the recipe images may show up asunlabeled buttons, This 
generally works, though, unlike the "How to Cook Everything" app being featured 
as an anniversary free download, where you can navigate to recipes, but not 
actually read the full contents, or even the recipe names, unless you email 
them to yourself.

Maybe other users can report back on their experiences with these apps.  HTH.
