Hi Casey, It doesn't matter if your iPhone was Verizon when you backed it up and is now AT&T or vice versa.
As for backing up contacts, you might want to be careful because you may end up duplicating all your contacts if already backup or sync your contacts with Outlook or another service. If your contacts are on your iPhone only and you don't sync them with Outlook or any other way then I guess backing them up to iCloud might be a good idea.
