Hi Ramy, What you saw is probably a comment that there are "in-app purchases" and that means that you can buy upgrades or extra functionality for an app after installing the app from within that app. Sometimes an app might be free, but you get advertisements which you can disable with an in-app purchase or you might buy an app that has a certain basic feature set and offers additional features via an in-app purchase. One example would be Navigon. That is actually not a free app, but on top of what you pay you can buy for example more frequent map upgrades for an in-app purchase of $20 per year etc.
Apple has set it as a guideline that developers who offer in-app purchases must disclose that in the app description so that a potential buyer of the app knows upfront that he or she might have to spend more money once they bought the app. It's sort of like an amusement park where you have to pay $10 to get in, but maybe once you are in none of the rides and attractions are free, so maybe they put up a sign at the gate that says "Entrance Fee is $10. Tickets for rides and attractions have to purchased inside the park". This way you can decide if you want to spend $10 to get in only to spend more rather than buying a ticket to get in only to find out that you can't do enjoy any of what is offered unless you spend more.
