Alan and Others, Be aware that the iPad Keyboard Dock was released for the original, first generation iPad. It's a hardware keyboard that will support VoiceOver keyboard navigation, but you'd have to connect it using a dock extension cable for anything other than the original iPad, or the iPhone 3GS or third generation iPod Touch, which can be docked directly if the bottom half of the device isn't in a case. This is not really a portable solution.
Oddly enough, Logitech has started making wired Keyboards for the iPad that connect through either a lightning connector or old 30-pin connector, for iPad classroom use. I don't know whether VoiceOver audio is maintained when the keyboard is connected this way -- it probably is, so that students can hear the audio from their apps. HTH.
